November 16, 1898:

The West Virginia Supreme Court of Appeals decided in the case of Williams v. Board of Education of Fairfax District.  Carrie Williams' lawyer argued that African-American schools should receive the same funding and have the same rights as white schools. Williams' victory was the first in the nation to determine discrimination on the basis of color to be illegal.
