Tecnocap LLC at Glen Dale, W.Va., manufactures standard and custom continuous thread metal closures and lug caps.

On March 27, 2006, the European packaging company Tecnocap S.p.A. of Italy acquired Penn-Wheeling Closure (P-WC). P-WC has been doing business in the U. S. market for more than 120 years, and is currently the premier manufacturer of standard and custom continuous thread metal closures and lug caps in North America. Tecnocap has operations in Italy, Spain, the Czech Republic, and Ukraine, and is the third largest supplier of metal lug caps in Europe.

There has been a paradigm shift concerning workforce needs. The measure of economic development for this project is not in the increase of workers employed, but in the retention of high-value jobs.. The challenge is to meet ever-rising customer expectations for a customized product more quickly and less expensively than ever.

To accomplish this change, a highly fl exible and more technically skilled workforce must be developed. This workforce will be able to function in a dynamic environment that bears little resemblance to the old one. The change process is under way, requiring skills never before required of this experienced and profi cient workforce. The change has been dramatic. There are new requirements for engineering and production innovation and increased teamwork. Speed to market is not just a competitive advantage, it is a business imperative.

Tecnocap WorkerIn order to position the company as an industry leader, Tecnocap LLC has restructured to accommodate a new high-speed line. Line workers are expected to be capable of teamwork, innovation and process improvement. Some have been assigned new responsibilities; all will need to understand and work within a new framework.

According to Ed Tucker, human resources manager for TecnoCap, “The assistance provided by the Governor’s Guaranteed Work Force Program staff has made the process of obtaining training awards much less complicated and streamlined. The skill sets that our employees have acquired through the training will continue to benefi t Tecnocap and the community by providing a competitive and highly trained workforce.”
